"prompting critics to..." CONTINUE TO "... question whether the Corps..."
problem here is the residents hurt by the storm can't go after the people responsible for the problem, the engineers who designed the levee system in the 50s and the idiots who decided to not re-evaluate the system when it was finally built and completed in the 80s... (much less the federal agency who has claimed responsiblity but is immune to suit)
