The premise is absurd. The biggest threat posed by cluster bombs is the threat to those targeted.
It is deplorable that innocents may be injured or killed by these weapons, both at the time of their deployment and later, and it is reasonable to oppose their use, BUT it is inexcusable to make false statements, even in support of passionately-held opinions.

This is the initial statement, which is the premise of the essay:
"Although they are a threat to our soldiers serving overseas, the biggest threat that cluster bombs pose is to civilians who remain in the areas of conflict long after the fighting has subsided."
I stand by what I wrote, and suggest that you examine things more carefully before you decide to "correct" other participants here.

Cluster bombs explode much like the bombs terrorists tape to their bodies, spraying out and striking whomever is around them. Depending on the altitude from which cluster bombs are released, they can spray shrapnel up to 25 meters. When Dianne Feinstein presented a bill in 2006 to stop the use of these bombs, McCain and Clinton voted against the ban. Obama voted for the ban.
