Look at the picture at the top of the second page. At the left you will see the gallon jugs of water they apparently used. You will also see how little water there is on the ground and in the bucket below his head. When it comes to water, it doesn't take much.

If you follow the links you will get to a video of the exercise. Judge from that whether he got the "whole treatment".
Although you are no doubt correct. He didn't get the sleep deprivation, the stress positions, the being shackled to an overhead beam or the routine beatings. No, he just got the waterboarding without any of the appetizers.
